Silica dust has become one of the most talked about workplace health issues in Australian construction over the past couple of years, and for good reason. New regulations have tightened significantly since mid 2024, and the trades affected go well beyond stonemasons cutting benchtops. If you work with concrete, tiles, bricks, pavers, or natural stone, this now applies to you too. Here is what has changed, which trades are affected, and what it actually means for your first aid setup on site.
What Has Changed and Why It Matters
From the first of July 2024, every state and territory in Australia banned the manufacture, supply, processing, and installation of engineered stone benchtops, panels, and slabs. This followed years of rising silicosis cases among stonemasons, with some studies showing more than one in five workers in that trade developing the disease from prolonged exposure to engineered stone dust, which can contain well over ninety percent crystalline silica.
From the first of September 2024, the changes went further. Model WHS Regulations were updated to apply stricter controls to all crystalline silica substances, not just engineered stone. This covers a much wider range of everyday trade materials including concrete, cement, bricks, pavers, tiles, and natural stone such as granite. Businesses working with these materials now need to identify high risk silica processes, complete a proper risk assessment, and in many cases prepare a Silica Risk Control Plan before work begins.
From the first of January 2025, the importation of engineered stone products was also prohibited, closing off a workaround some suppliers had been using before the ban took full effect.
Which Trades Are Actually Affected
It is easy to assume silica regulation is a stonemason problem, but the updated rules reach into a much wider part of the construction and trade sector. Trades that regularly cut, grind, drill, crush, or polish materials containing crystalline silica include:
- Tilers and stonemasons, particularly when cutting or dry polishing tiles and stone
- Concreters, when cutting, grinding, or core drilling concrete and cured slabs
- Bricklayers, when cutting bricks and pavers to size
- Demolition and renovation crews, especially where legacy engineered stone or masonry is being removed
- Civil and tunnelling workers, quarry workers, and miners handling rock and aggregate
If your work involves any cutting, grinding, or drilling of these materials, particularly using power tools without water suppression or dust extraction, you are working with a recognised high risk process under the current regulations.
Silicosis: The Real Risk Behind the Rules
Silicosis is a serious and irreversible lung disease caused by inhaling fine crystalline silica dust over time. There is no cure once it develops, which is exactly why the regulatory response has been so aggressive. Unlike an acute injury that a first aid kit can help manage in the moment, silicosis develops gradually from repeated exposure, often without symptoms appearing until significant lung damage has already occurred.
This is an important distinction to understand. No first aid kit, however well stocked, prevents silicosis. Prevention comes from proper engineering controls such as wet cutting methods and on tool dust extraction, correctly fitted respiratory protective equipment, and following the risk assessment and control plan your business is now required to have in place for high risk silica work.
What First Aid Can Actually Help With
While first aid will not prevent long term silica related lung disease, it does have a real role to play in managing the immediate, acute effects of dust exposure on any given day. Common on the spot issues from silica dust exposure include eye irritation from airborne particles, skin irritation from dust settling on sweaty skin, and general throat and airway irritation during and after cutting or grinding work.
A properly stocked kit should include:
- Saline eyewash: for flushing dust and debris from the eyes during or after cutting and grinding work
- Non adherent wound dressings: for cuts sustained while using cutting tools and blades in dusty conditions
- Skin care and burn gel: for skin irritation caused by prolonged dust exposure
- Nitrile gloves: for hygienic handling of any wound while working in a dust heavy environment
These items help manage the acute, day to day irritation that comes with dusty trade work. They are not a substitute for the respiratory protective equipment and dust control measures your business is legally required to have in place for high risk silica processes.
Your Broader Obligations Go Beyond the Kit
If your business carries out high risk crystalline silica processing, a first aid kit is only a small part of what is now expected of you. Current obligations generally include completing a documented risk assessment before high risk work begins, preparing a Silica Risk Control Plan where required, providing and maintaining respiratory protective equipment, and in many jurisdictions registering workers who carry out high risk silica processing.
The workplace exposure standard for respirable crystalline silica currently sits at 0.05 milligrams per cubic metre as an eight hour time weighted average, and there has been discussion at a national level about tightening this further. Given how quickly this area of WHS law is moving, it is worth checking your state regulator's current guidance directly rather than relying on what applied even a year or two ago.
The Practical Takeaway
Silica regulation has changed faster and more significantly than almost any other area of Australian WHS law in recent years, and it now applies to a far wider range of trades than most people realise. If your work involves cutting, grinding, drilling, or polishing concrete, tiles, bricks, or stone, treat this as something to actively check your compliance on rather than something that only applies to stonemasons.
Alongside proper dust control and respiratory protection, make sure your first aid kit is equipped for the eye and skin irritation that comes with dusty trade work day to day. It will not replace proper controls, but it makes a real difference in managing the everyday reality of working in these conditions.
